Which instruments make a sustainable transformation of spatial development possible? Future Zones outlines legislative strategies for the housing crisis, traffic and land consumption. A future zone overlays the building zone within four minutes' walk of the best-connected place in a municipality. Each package of measures a project fulfils doubles the permitted volume, and the zone ends when the need is met. In July 2025 Luis Hilti presented it at the AESOP Annual Congress in Istanbul.
