Can malls make a city? In 2013 Luis Hilti and Matilde Igual Capdevila developed a competition entry for a commercial area in Kagran, Vienna. It proposes more malls as a Trojan horse for a mixed-use district. The first phase offers pioneers large spaces for little money, and 80% of its structure can later become housing. A main avenue with public spaces ends in a new forest on the roof of an existing shed.
